O ouvidor da Polícia do Estado de São Paulo
, Claudio Silva, classificou de massacre e crise humanitária o cenário de violência policial praticada no âmbito das Operações Escudo e Verão
, da Polícia Militar de São Paulo
, na região da Baixada Santista. Além disso, a ouvidoria denuncia a falta de resposta dos ofício enviados à Corregedoria da PM.
“Esta ouvidoria ultrapassa a marca de mais de 3,5 mil casos em que a Corregedoria da PM não nos fornece nenhuma resposta. Com referência à Operação Escudo de 2023, nenhum dos ofícios direcionados à Polícia Científica do estado foram respondidos”, disse Silva, em nota. Ele ressalta que, com relação às ameaças de vida sofridas pelo ouvidor, apenas o Ministério Público respondeu aos ofícios, enquanto houve absoluto silêncio da SSP.
Ainda segundo o ouvidor, a declaração do secretário da Segurança Pública (SSP) do Estado de São Paulo, Guilherme Derrite
, à Assembleia Legislativa do Estado de São Paulo (Alesp)
ontem “não corresponde à verdade”, quando disse que não tinha recebido nenhuma reclamação formal sobre violência policial na ação da Polícia Militar na Baixada Santista durante a Operação Escudo e a Operação Verão entre 2023 e 2024.
Parlamentares da Alesp ouviram, nesta quarta-feira (6), o secretário da SSP. Durante reunião da Comissão de Segurança Pública e Assuntos Penitenciários, o titular da pasta prestou esclarecimentos sobre taxas de criminalidade, letalidade policial e outros temas. Na ocasião, Derrite disse ainda que não reconhece excessos na ação dos policiais.
Questionado pelo deputado Eduardo Suplicy
sobre o posicionamento do governo do estado em relação ao uso de câmeras corporais, o secretário afirmou que manteve o programa de monitoramento, mas que as câmeras acabam por inibir a ação dos agentes.
Apenas entre janeiro e ontem, a Ouvidoria informou que encaminhou 44 ofícios à Corregedoria da Polícia Militar e Deinter 6, além do Comando Geral da PM, Ministério Público, governador de São Paulo, secretário da SSP, entre outras instituições relacionadas aos direitos humanos. Aos órgãos de segurança do estado foram solicitadas imagens, laudos, boletins de ocorrência e elementos periciais, sem resposta.
Silva apontou “um provável processo contínuo de inviabilização do trabalho desta Ouvidoria, que representa, neste cenário de massacre e crise humanitária, uma das poucas salvaguardas da institucionalidade dos direitos da população que se vê em confronto com uma segurança crescentemente ineficaz e violenta”.
Mortes
A Defensoria Pública de São Paulo divulgou relatório nesta semana apontando que comunidades da Baixada Santista têm vivenciado situação de violência institucional crônica, por meio de reiterados abusos policiais. Com base em dados disponibilizados no site da SSP, considerando apenas os casos de mortes por intervenção policial praticadas por policiais em serviço, o órgão identificou o registro de 47 ocorrências dessa natureza entre 1 de janeiro e 1 de fevereiro deste ano em todo o estado.
“Dessas, 16 ocorreram em Municípios da Baixada Santista (Cubatão, Guarujá, Santos, São Vicente e Praia Grande), o que corresponde a 34% do total, evidenciando que há uso desproporcional da força nessas operações nessa região”, denunciou o órgão.
Quase metade das mortes por intervenção policial (7 casos) foram registrados entre 28 de janeiro e 1 de fevereiro, em um intervalo de cinco dias, imediatamente após a morte do policial Marcelo Augusto da Silva na região de Cubatão. Segundo a Defensoria, isso “confirma a correlação clara entre a vitimização de policiais em serviço e o aumento da letalidade policial na mesma região após a intensificação de operações policiais”.
